Buffer Layer Excess
The 5Star Buffer Layer Excess Occupational Accident Program is designed for employers who have had to assume an adverse amount of risk under a large deductible or self-insured workers compensation program. The workers compensation
market has had to struggle to maintain market share and premium growth as payrolls continue to stagnate. Consequently, underwriters have been forced to accept less premium for the same risk in this ultra competitive market environment.
Retentions for some employers have steadily increased over the years and are now at a point where they seem too aggressive. Employers who self-insure their workers compensation or have a large deductible may be over-exposed to
catastrophic claims. This program allows your clients to choose the retention threshold they need at a premium they can afford.

Program Highlights
- Coverage is written on a surplus lines basis
- A.M. Best A XIV rated carrier
- If you do not have access to a surplus lines broker, 5Star Specialty Programs can arrange for the filings to be made and the taxes paid
Program Parameters
- Limits: $500,000
- 5 year sunset and commutation
- Optional Paid Loss coverage from 1 to 5 years
- Attachment points can be written as low as $50,000 with policy limits up to $500,000
Submission Requirements
- Acord or Excess WC application
- 5 years loss experience plus the current year summarized
- Payroll history coinciding with the loss experience
- Estimated current payroll by WC class code
- The manual WC premium
- Summary of individual losses $25,000 or greater
